In May 2017 it was announced that BSI Learning had won the contract as the main education provider in NSW prisons. This saw trainers with a Certificate IV in Training and Assessment (the minimum qualification for an individual to deliver training and assessment services in the vocational education and training (VET) sector), replacing the senoir education officers who held university degrees.

Moreover, priority has been given to LLN programs at the expense of arts and music classes, which are not only therapeutic but also provide a gateway to general education. 

There has been considerable debate around whether private education providers are less likely to deliver quality and tailored eduation to prisoners due to the profit-oriented considerations that drive private decision-making. 

The forum will examine the effects of changes and to evaluate the quality of prisoner education.
